My order for teaching is; sit, stay, down stay, heel, recall then I move on targeting. From targeting it is a short leap to start learning real tricks rather than basic obedience.

Start with sit. Then stay, Then down. Use the same commands. Don’t say ‘down’ when you mean ‘off’.

People often say down to get a dog ‘off’ the couch, off other things etc.

Don’t confuse the dog.

Practice the sit. With treats is a good motivator. Once your puppy sits nice then do stay. Down comes easy after that.

I think you have the order right.. Stay (So that he can sit).. Sit (So that he can Lay Down).. Lay Down (So that other tricks can be learned!)

This is the site I used to train my dog.

Those aren’t tricks you’re wanting to teach your puppy, that’s basic manners. The first thing most puppies learn (and very quickly) is sit. After that you can move on to down, teach them to come when called and then start stay. You need to keep in mind that stay, espcially, is started very slowly. You and your puppy would really benefit if you took your puppy to puppy kindergarten classes so he can be socialized and you’ll have a good instructor to teach you how it’s done.

The best or great order would be:Heel,Come,Lie down,Stay,Sit,Shake,Roll over then advance tricks

I would teach sit first as it is the basis for many exercises. From the sit you can teach shake and beg. From the down you can teach roll over, play dead, and crawl. The stay can be taught for both positions. I teach the sit and down position first and then the stay.
