Do not resort to puppy pads…Trust me, even though they seem like a quick fix, it's not worth it. Dogs that are trained to use puppy pads usually will not go outside on command, and it's just not a very appealing practice to use inside your house.
I would recommend crate training. It's mostly used for young puppies, but I believe that it can work in your situation as well. It works on the premise that dogs are den animals and they do not like to go to the bathroom in their sleeping space.
First, you need to get a crate that fits your dog's size (just big enough for her to stand up, turn around, and lay down). If you buy a crate that is too big, she will potty in one corner and lay in another, thereby defeating the purpose of the crate.
Slowly introduce the dog to the crate and leave her in there (with a favorite toy) for increasing periods of time until she is comfortable in there. If she whines to get out, do not let her out until she is quiet, or she will train you to take her out whenever she wants to.
Once she is used to being in the crate, you should put her in there while you're gone and have her sleep in it. I would begin by treating her like a puppy…And that means taking her out at least every 2-3 hours (after she wakes up, eats, drinks, or plays). After a couple days of this you should be able to figure out how many times she needs to go out per day, and since she's older she probably won't have to go out as much as a younger puppy.
If she has an accident in the house, do not punish her for it. If you catch her in the act, clap your hands loudly to startle her for a second so she will stop, carry her outside, and praise her lavishly for finishing outside. If you catch her after she has already gone, simply clean up the spot and do not make a big deal out of it. Make sure to use an enzyme-based cleaner so she won't decide to use the same spot in the house again.

Take her out constantly and make sure she knows she has done good when she eventually does her thing out side, dont punish when she does it in side, rarely works.
Take her out after every nap and after she eats… and make sure when she does go in the house you clean it up asap and spray something on it to take the smell away then put her outside..
house training is not easy, you have to constantly watch her. you need to reward her and to discipline her when you need to. For example if you catch her going to the bathroom inside you need to tell her no and take her outside. you also want to be taking her outside often to go and when she does reward her with a treat and tell her good girl.
Another option:
i have heard of people crating their animals. supposley you have to put them in a small space so they dont want to poop or pee in their area so they hold it, then your suppose to take them out and the should go outside
just watch for signs:
sniffing around= bring her out
Just woke up from a nap= bring her out
Just ate and hasn't been out in a while= bring her out.
Also when you being her out keep her out there until she goes pottyand when she does get excited and say good girl and make a big deal about it.
I have a 12 week old chihuahua girl and she is doing well with the potty, still has accidents every once in a while but that is because I didn't bring her out and she had just woken up.

EDIT: also if she does have an accident and you catch her in the act don't punish her try what I do and say "hey" in a very loud voice so she gets starttled or clap really loud, and then bring her out aide immediately and when you sit her down say good girl an get excited again.
