If you establish a place where the bowl is that he drinks from - and always move him outside again if he starts to pee in it - then he should soon learn where he's supposed to drink from and where he does his business. Sometimes dogs who spent their puppyhood cramped in cages do not have the right manners or the right perspective about eating/drinking/urinating/pooing because during that important developmental time, they had no choice but to do it all in one spot over and over again. Last, are you feeding your dog a high-quality food? Occaisonally dogs and other animals may be lacking some nutrients of some type in their diets and one of their instincts to compensate for this is to re-consume their waste, or the waste of other animals. Is he peeing on other things? Do you have other animals? Have you tried a different type of bowl (plastic vs. glass)?
