I had a Doberman who respected my position as pack lead, but would choose to sit next to and follow round the house, another member of the family. Later as she matured, our bond became much stronger and I was here main focus. Dog have emotions which can shift from one person to another, while still caring for the rest of the family. Does your sister spend more time with him doing the things he most enjoys? A favourite game? The giver of more treats? Yes, it can happen. I had a mini poodle a while back and he had a bond with everyone in my house. They do get very anxious when left alone and maybe he found comfort with your sister while you weren't around.
